Operationalization of the Special Programme to support institutional strengthening at the national level to enhance the implementation of the Basel, Rotterdam and Stockholm conventions, the Minamata Convention on Mercury and the SAICM.

The overall goal of the project is that;
To put in place Structures, Institutions and legislation to enable Kenya implement its obligations under the four Chemical, Waste, MEAS and SAICM.
Specific Objectives:
- To establish a chemical MEAs Unit in the Ministry of Environment and Forestry.
- To coordinate MEA implementation among key institutions that deal with chemicals and wastes (Establishment of Inter-Ministerial Coordination Mechanism)
- To establish a chemicals and waste database at the Ministry of Environment and Forestry.
- To start a responsible care program among Kenya Enterprises led by Kenya Association of Manufacturers
